In ICS, resources are organized to make a clear and efficient response. A Strike Team is a group of the same type of resources assembled to work together under a single supervisor to accomplish a specific objective. A canine unit fits this pattern because dogs and their handlers are a specialized resource used for locating people and hazards. When multiple canine teams are deployed to search a large area or rubble, they’re most effectively managed as a Strike Team, enabling coordinated search plans, unified supervision, and streamlined reporting.

This fits ICS structure better than a Liaison unit (focused on coordination with external agencies), a general Tactical unit (a broader operations role), or a Rescue unit (a functional designation rather than the specific organizational grouping). If only one canine team is used, the Strike Team designation wouldn’t apply; the concept relies on multiple similar resources working together under one supervisor.
